Letter from retired RCMP officer

Sent to me this morning:

Hi Joel. 

Please bear with me but some both interesting & disturbing info was related to me yesterday by a serving RCMP member.  I would like to bring you up to speed on what I was told.  I confirmed this same info later with 2 other serving members.  There is no doubt that the RCMP is suffering a manpower crisis and it is a direct result of Liberal incompetence. 

First some background into how this likely came about.  Back in the 90’s when Paul Martin was slashing budgets left, right left and centre, he absolutely gutted the RCMP budget.  Cuts were so severe that the RCMP Training Academy (Depot Division) in Regina was completely shut down for a year or more!  No hiring, nothing for at least a year!  No concern of the fact that mass retirements were imminent due to recognized ‘baby boomer’ retirements.  Every other police force in Canada was bracing and adjusting recruiting efforts to compensate for these retirements, but not the RCMP under Liberal control! 

When the academy re-opened, the RCMP no longer hired recruits as per old.  e.g. when I joined I was sworn in as a regular member, on salary, and went into training.  Now persons seeking employment in the RCMP (once found acceptable) enter training having to pay their own way, that is as in

for the priviledge.  They are no longer called recruits, they are called cadets. They are only offered employment after successfully completing their training.  (hopefully that does not include liberal slanted indoctrination).  Everyone I spoke with in the RCMP at the time [the] Depot was closed knew full well that this decision was going to cause a manpower crisis, but apparently due to the budget cuts, there was no choice.  Now the RCMP and hence the Canadian public are paying a severe price at a time when we can least afford it e.g. terrorists are on our doorstep, even inside our house.  Now, here is the foreseen and apparently full-blown crisis.  As I outline it, bear in mind a similar crisis in Great Britain during WWII when the British military [was] caught with their pants down had to recruit pensioners into the ‘Home Guard’ in case of invasion. 

The RCMP in Manitoba (‘D’ Division) has begun offering employment to its

retired

officers due to severe manpower shortages.  These retirees are being offered ‘contracts’ to return to duty.  In other words, they still collect their RCMP pensions and these contracts are just like having another job.  I am advised that the contracted retirees will here in MB be only used as first responders, not investigators.  That’s comforting isn’t it.  The RCMP hasn’t enough officers to respond to emergencies so it’s hiring retirees!

I also have been advised by these same 3 serving officers that in your home province of B.C. a similar program has been underway for a considerable length of time, and is described as being ‘very successful’.   

So, here we are in Canada.  Bin Laden identified Canada as a potential target several years ago, and directly because of poorly thought out budget slashing by the Liberals (Paul Martin) our national police force in experiencing a virtual manpower crisis !!!!  Great timing on his part.  Absolutely incompetent management by the Liberals of the finances of the RCMP.  (I don’t recall the RCMP at the time of issuing any press releases or whatever warning the public of the damage and dire consequences of what the Liberals budget cuts were inflicting on the RCMP which I will say again were

clearly recognized

by the rank and file of the day)
